Close pass with an oncoming vehicle

I was cycling along Maldon Hight Street where the speed limit is 20 mph and turned right at the mini roundabout onto Market Hill where the speed limit remains 20 mph and the road descends down a steep hill.

I was passed very closely by an impatient driver whilst there was an oncoming vehicle. The driver did not have a lot of space to carry out the overtake and continued to descend down Market hill in excess of 30mph.
