What red turning arrow? Part 8

Once again driver 1EFU209 thinks that the red turning arrow doesn't matter. This time I get the 'Aww, shucks mate. I didn't see it' reaction, which is supposed to excuse deliberately ignorant driving. I know it's deliberate because no-one misses the green arrow.
This intersection is a major pedestrian/cycle access way from Hamilton Hill to South Beach.
