Problematic Police Processes Prevent Poor Passing Prosecution !!!

Cycling through Cardenden in Fife, 2 cars passed me legally and properly. Without warning, the silver Vauxhall Astra passed so close I could have hit his window! His number plate was greyed out too!! I was certainly not impressed.
I passed this video to the police and I got moved around from "pillar to post" - The issue here with video evidence is that they have to issue a "Notice of Intended Prosecution" within 14 days of the incident. They said that this driver should have ended up with a criminal conviction for Careless Driving. The trouble was, that they took so long to process it, that the 14 days elapsed and now all they can do is issue a warning letter (which has been done). It makes me very annoyed when I've taken all that time to give them evidence on a plate, that they then don't act upon it in a timely fashion.
