Passed me at a stop sign with a right turn lane!

I was headed eastbound on Kenosha Rd, approaching the intersection with County Line Rd, which has both a right turn lane and a stop sign. Intending to turn right, I took that lane and stopped. The Pontiac SUV (a Torrent, I believe) behind me, Colorado plate ORG-810(?), decided to pass me THROUGH the stop sign using the left turn lane to turn right and rolled through the stop sign!.
