Parked in a bike lane/Clearway

Riding in the bike lane on a road that’s also a Clearway, and I come across this.
It’s not an overnight overstayer either, while I was on the phone to the parking inspectors she returned to her vehicle.

She went for the classic “Unobservant Idiot defence” and claimed not seeing the Clearway signs where she parked, despite there being one just 20 m back….
