Offensive driver cut me off then did narrow pass

Riding north on local 2-lane road, driver pulled illegal u-turn over double-yellow lines just as I approached. He saw me in full view as we exchanged verbal acknowledgments... as he came up from behind he did an intentional narrow pass well inside the 3-foot legal minimum.
