No space to pass safely? Just force your way through! EF08KPP

I noticed the Yaris accelerate towards me before slowing as the driver realised there was not enough space between myself and the large HGV in the right lane to pass safely. However the Yaris driver then decided to dangerously squeeze through the gap at a lower speed forcing me off the road. Fortunately I was adjacent to a bus stop layby
otherwise I would have had to choose between being hit by the car and crashing or
hitting the kerb and crashing. According to the gov.uk website the Yaris had a Statutory
Off Road Notification at the time and so the car should not even have been on the road and the drivers insurance would have been invalid (in the unlikely event they had any to begin with).
