Mississippi River Trail No Shoulder Large truck way too close!!

This is an area designated as the Mississippi River Trail. Most Cars give some space, but this truck gave no quarter. This is a joint issue of both the truck and the political will. The Missouri Department of Transportation never put a paved shoulder on this road when they concreted it back in the 90's and still haven't even though it is part of a trail that on this section connects the main town to an outlying school.
