In 2022 new rules were introduced into the Highway Code. Rule H3 states: "You should not cut across cyclists, horse riders or horse drawn vehicles going ahead when you are turning into or out of a junction or changing direction or lane, just as you would not turn across the path of another motor vehicle". This was done, I think, on the strict understanding that the rule was not to be taken seriously where offences against cyclists are concerned. That's certainly the view of Lancashire Constabulary, and the only conceivable outcome beyond complete indifference and absolute disregard of a report of such an offence is that the officers might die laughing- there would be no advantage to that as the replacement officers would be at least as bad.
