Left turn overtake

Making a left hand turn and waiting for oncoming traffic to pass before executing. Had arm up to signal intentions and the car behind decided to pass. Luckily, I figured this was going to happen so I looked and waited. Easily could have run someone over that just assumed that basic traffic laws would be followed here. For example, you would not pass a car on the left making a left turn.
