Clearly observed female driver holding the mobile up to her mouth and eyes, looking at it and speaking into it, while she was driving south on the A6 at about 40mph. The exact time by GPS (which is within a second or so of phone network time) when she passed me was 12:36:59. The probability of Lancashire Constabulary doing anything about this is low, as they're very starstruck and won't act against people in large expensive cars. Illegal numberplate.
