Jeep nearly takes my right of way in traffic circle

This traffic circle is a hazard whether in a car or on a bike as drivers always jump the ROW from the entry point the Jeep was at. In this case he was half way into my lane of travel as I passed, and then tried to jump on my tail for another go at it. Also had some visor over his front plate so I could not read the plates.
