Head on close pass

A Land Rover Discovery [what else?] driving at speed on a single track road fails to slow down approacing a cyclist - me. All too often drivers make no allowance for vulnerable road users and I'm sure think that cyclists will magically disappear if they drive head on at speed towards them. The law needs to change such that motorists are held liable for their actions when they endanger other vulnerable road users.
