Guy looks right at me, then cuts me off anyway in a rotary

Idiot cut me off on Titan making me lock up my brakes in the 2nd roundabout. But good news regarding this. The Douglas County Sheriff is going to pay the driver in question a visit for at least an educational opportunity and possibly more. They have the video, with a great look at the plate of the vehicle and agree that his actions went beyond simply stupid.
