Driver overtakes cyclist and cuts in forcing cyclist to take avoiding action

This driver decided to overtake a cyclist approaching a queue of cars at a red light. Not enough room for this pointless overtake forcing the cyclist to take avoiding action when they cut back in before the overtake was complete. Reported to the police who sent out a NIP.
