Driver overtakes and cuts in sharply just missing cyclist who has to brake sharply

This driver decided to overtake in a traffic calming area (rule 153) approaching a roundabout and had to cut in quickly narrowly avoiding a cyclist and causing them to brake sharply. The driver was given a warning letter as they were not previously known to the police. The letter will go on the drivers record.
