Driver of dark blue Honda CR-V fails to move left of vulnerable road user which allegedly violates several state laws protecting vulnerable road users, including, but not limited to, RCW 46.61.110 Overtaking on the left, which requires driver to pass at a safe distance of at least three feet to clearly avoid coming into contact.
