Dangerous Exit From Junction

Travelling down the A48 towards Chepstow approaching Hardwick Terrace Junction A48. A white Ford Box Van pulled out from the Junction across my front forcing me to brake hard to avoid a Collision. What I found very disturbing was the Driver was laughing at what he had caused.
