Vehicle passes closer than 3 feet when overtaking. No oncoming traffic to prevent vehicle from providing safe passing distance. Note the distance the cars tires are from the double yellow line. This wasn't extremely bad but still illegal and unjustified.

Ohio Law requires a minimum of 3 feet when passing a cyclist. "When a motor vehicle or trackless trolley overtakes and passes a bicycle or electric bicycle, three feet or greater is considered a safe passing distance." https://codes.ohio.gov/ohio-revised-code/section-4511.27
