Car stop left then turn right in front of me

Entering a one way street, I see a car stopping on the left side of the road, no signal, no warning.
After a few seconds doing nothing, the driver decide suddenly to execute a 90° right turn to the parking lot, cutting the road still without signal and apparently blindly.
