Blue Triton appears to driven well in excess of 60kmphr speed limit in Bonville

I thought this driver was well over the limit and the radar indicated the driver was breaking the law by about 20km/hr.
The asking drivers not to speed/speed cameras/fines strategy doesn't seem to be working.
Factory speed limiting must be mandated - now!.
