2 cyclists dangerously passed at night DV21VTA

Just before I turned left into George Road I caught up with a another cyclist also turning left. I guessed the cyclist was in their early teens and possibly inexperienced as they were riding slowly and wearing dark clothes and had no lights, only reflectors. Unfortunately the Corsa driver decided to overtake us both dangerously closely even though there was a car approaching in the opposite direction and parked cars on both sides of the road. I estimate the left mirror of the Corsa came within about 20cms of the handlebars of the other bicycle. The vehicle coming the other way also had to brake to avoid a possible collision.
