Car driver fails simple observational skills

Cycling along the road, I noticed parked cars and oncoming vehicles that would hinder my progress, so prepared to slow or stop. Little known to me an ignorate driver with little to no awareness passed me and was then forced to stop due to the obsticles I had noticed. Car driver then moved the vehicle over to me, forcing me to take avoiding action.
